El Anteproyecto de Ley de apoyo al emprendedor y su internacionalización elaborado por el Consejo de Ministros, y actualmente en fase de trámite, contempla innovadoras medidas que iremos comentando, en varios artículos, en los próximos días. Comenzamos esta serie con una llamativa cuestión abordada por el Anteproyecto: «el emprendimiento en las etapas educativas».

El Anteproyecto contempla la introducción de asignaturas, en la enseñanza primaria, secundaria y universitaria, que incorporen competencias en emprendimiento; los profesores habrá de contar con formación en materia de emprendimiento.
Esta idea merece a priori un juicio positivo pues puede ser el primer paso -aunque pequeño- para desmantelar definitivamente la mentalidad de funcionario que siempre ha caracterizado al españolito medio.

Siempre me había preguntado que se sentiría teniendo un trabajo fijo y, sobre todo, siendo funcionario. Disfrutar de unos ingresos monótonos y jugar al monopoly sólo en la sobremesa. La crisis económica me ha devuelto la respuesta: empresas seguras que quiebran y un Estado, al borde de la bancarrota, que apenas puede pagar las nóminas a sus funcionarios. Y me ha dado otra pregunta: ¿pueda sociedad que se ha educado, durante generaciones, en el paradigma de la “seguridad” sacar este país adelante?
En mis años de estudiante recuerdo haber dado cursos de pretecnología, de trabajos manuales, y otras asignaturas que no me han servido absolutamente de nada pero no recuerdo haber participado en ningún taller de desarrollo de ideas, de estímulo del espíritu creativo, de creación de empresas con escasos recursos y, en definitiva, de cómo participar activamente en el proceso productivo. Tampoco recuerdo que se ofrecieran cursos sobre el tema y, aunque no tengo hijos en edad escolar que me puedan informar de primera mano, creo que no es frecuente que se impartan estas materias en los centros escolares actuales.
A mediados de los años 80, se consideraba que un estudiante de instituto público de pueblo -como el mío- sólo debía tener ideas progresistas; luego, con el colapso del comunismo y la paralela irrupción de Mario Conde, las universidades se llenaron de trepas que se agarraban, indistintamente, a la banca o a la política, y entre unos y otros quienes querían ser funcionarios o tener un trabajo fijo, sin preocuparse por nada más. La combinación no era idónea pero se construyó una democracia y un Estado del bienestar. España creció y se desarrolló aprovechando el viento de popa y resguardándose en los seguros puertos europeos. Se echaban unas semillas en el suelo y surgían plantaciones; unos ladrillos y se edificaban urbanizaciones.
Tan enfermo era ese modelo de sociedad como el de ahora, en que los jóvenes de 18 años se movilizan reclamando que un Estado casi quebrado les siga dando prestaciones hasta la jubilación o que nazcan espontáneamente empresas maravillosas que les llenen los bolsillos de expectativas de futuro. ¿Han pensado estos jóvenes en que pueden desarrollar ideas y poner en marcha proyectos sin depender del Estado al que quieren derribar para poner otro en su lugar con el que puedan vivir del cuento? ¿Les han mostrado en las escuelas que hay otras alternativas a ser funcionarios o trabajadores fijos? Mucho me temo que no.
Este gobierno y los que vengan, sean de derechas o de izquierdas, tendrán un reto importante si quieren que España no sea más que un país de coyunturas, de trepas, listos y mediocres que, de vez en cuando, se las ingenian para medrar. Tendrán la misión de cambiar la mentalidad de una sociedad enferma, como lo estuvo la nuestra y como lo sigue estando la actual; una sociedad convencida de que siempre tendrá los mismos derechos y privilegios y que éstos crecerán, por doquier, de árboles sagrados al alcance de cualquiera.
